Accounting standardisation

The General Directorate of Financial Supervision (DGTF)provides the permanent secretariat of the National Accounting Council (CNC). In this capacity, she is leading and coordinating a structuring project aimed at modernizingandupdatingaccounting and auditing standards in Mauritania, in order to strengthen the quality of financial information and confidence in the accounts of public entities and, more broadly, of economic actors.

In this context, the DGTF, in conjunction with the CNC, is responsible for:

  • Develop and update accounting and financial standards applicable to public companies and establishments, ensuring their consistency with governance, transparency and performance requirements.
  • Revise and strengthen the national accounting framework , in particular the Mauritanian Accounting Plan (PCM), in order to make it more modern, more readable and better adapted to current management, reporting and consolidation needs.
  • Support the transition to accrual accounting(beyond a purely cash logic), to produce more complete, comparable financial statements that are representative of the economic reality of the entities.
  • Prepare for convergence towards international standards , in particular:
    • standards inspired by IFRSfor publicly owned companies, in particular with a view to better financial governance and, where appropriate, market opening(e.g. preparation for an IPO);
    • Auditing practices aligned with ISAs, to strengthen the independence, quality and credibility of external audit.
  • To deal with and harmonize accounting issuesarising from state owned bodies and enterprises as well as ministerial structures and departments, by producing guidelines and interpretations useful for the uniform application of the rules.

The ultimate goal of this mechanism is to make corporate accounting more reliable , strengthen transparency and accountability, and create an enabling environment for attracting investorsand financing national development, through more credible, comparable and usable financial reporting.
