Director General's Biography
Abdel Ghader DADE has been Director General of the Financial Supervision since September 2022. In this capacity, he is responsible for the financial monitoring of public companies and institutions as well as the State portfolio, which is at the heart of the governance reform and performance of the parastatal sector in Mauritania.
An expert in public finance and taxation, he has held several leading positions within the administration. Prior to his appointment as head of the DGTF, he headed the Directorate of Insurance Supervision(June 2021 – September 2022), where he was responsible for the supervision and regulation of the insurance sector at the national level. He previously held the positions of Deputy Director General of Taxes (September 2020 – June 2021), assisting the Director General in the management of the tax administration, then Director of Tax Audits and Investigations (March 2015 – June 2017), in charge of programming, monitoring and carrying out on-site audits and in-depth tax investigations, including the collection, analysis and cross-checking of tax information.
Between October 2011 and March 2015, he was Regional Director of Taxes for the Northern Zone , responsible for the assessment, settlement and collection of duties and taxes owed by companies located in the north of the country, particularly in Nouadhibou, the economic capital, and Zouerate, the main mining town. He also carried out checks on documents to ensure the consistency and accuracy of tax returns. Earlier, as Auditor(November 2008 – October 2011), he carried out on-the-spot audits (accounting audits and spot checks) of medium and large companies, thus strengthening his technical experience in audit and tax audit.
His background also includes responsibilities in development projects and in the non-governmental sector. Administrative and Financial Manager of the AGIRE project (October 2008 – June 2010), financed by the African Development Bank and dedicated to the integrated management of water resources, he was in charge of accounting, monitoring and evaluation, preparation and monitoring of budgets as well as procurement procedures. Previously, he worked as Head of the Treasury Department at GRET(August 2005 – February 2007), a French development NGO, where he was responsible for cash management and budget monitoring of expenditures.
In terms of qualifications, Abdel Ghader DADE has been a Chartered Public Accountant since August 2021, registered with the National Order of Chartered Accountants of the Islamic Republic of Mauritania (approval n°113). He has also been a sworn legal expert in accountingsince September 2021 (Order No. 1056/MJ of September 09, 2021). These approvals demonstrate a recognized mastery of accounting standards, auditing practices and the requirements of transparency and reliability of financial information.
He holds a Master's degree in Accountingwith honors (valedictorian) from Al Bayt University in Jordan (2005), and a Bachelor's degree in Translation and Languagesfrom the University of Nouakchott (2010). He is also a laureate of the Baccalaureate in Modern Literature at the Lycée d'Akjoujt (2001), where he was valedictorian at the national level. Abdel Ghader DADE is fluent inArabic(mother tongue) and French(perfect mastery), as well as English (very good) and Spanish(good). He also has advanced skills in computer science (Windows, OS X, Linux environments, office suites and collaborative tools) and in analysis and production tools (R, LaTeX).
With this experience and skills, he played an active role in the design of the new governance, supervision and accounting standardization tools supported by the DGTF. Under his leadership, the DGTF works to make state owned bodies and enterprises robust, transparent and efficient actors, fully aligned with Mauritania's development priorities.
