Organizational chart
The Directorate General of Financial Supervision (DGTF), under the authority of the Minister of Finance, monitors the economic, financial, administrative and legal management of public companies and establishments, as well as the creation , transformation, merger, liquidation and restructuring of entities in the State portfolio.
Directorate General
The DGTF is headed by a Director General, assisted by a Deputy Director General and a Technical Advisor .
An organization structured in 4 Directorates and 4 Services
The DGTF comprises four (4) operational directorates and four (4) services attached to the Director General.
The Directions are:
– Audit, Accounting Standards and Legislation Directorate
– Directorate of Merchant Entities;
– Non-Profit Entities Directorate;
– Contracting Department.
The services are:
– Secretariat Service;
– Administrative Affairs Department;
– Information System and Process Modernization Department;
– Department of Strategy, Reforms, and Studies.
Les Directions
- Directorate of Audit, Accounting Standardization and Legislation:
Manages risk assessment and mapping, document and on-site control, audit coordination, accounting standardisation and monitoring of professions/stakeholders (accounting officers, auditors, representatives of the MF). Ensures the permanent secretariat of the CNC. - Directorate of Trading Entities:
Ensures the financial, budgetary and budgetary monitoring of the State's shareholdings in market entities; monitors the implementation of budgets, subsidies, and dividends due to the State. It is structured by major sectors (mining/industry, water/energy, transport/infrastructure, housing/trade/financial institutions, agriculture/livestock/fisheries). - Directorate of Non-Trading Entities:
Ensures the financial and budgetary monitoring of non-market entities; analyses their data, issues opinions on subsidies and proposes measures to improve governance and performance. It covers in particular health and social affairs, education/culture/training/research, as well as specific sectors (information, regulation, environment, other administrative services). - Directorate of Contracting:
Prepares and negotiates mission contracts, programme contracts and performance contracts between the State and public entities, ensures their compliance, monitors their implementation, produces reporting (including a half-yearly summary report) and maintains the national contract database.
Services reporting to the Director General
- Secretariat Service:
mail management, filing, organization of hearings and communications. - Administrative Affairs Service:
human resources, general resources, purchasing, DGTF budget and training plan. - Information System and Process Modernization Service :
IT security and maintenance, application development, data collection and exploitation, database update and website management. - Strategy, Reforms and Studies Service:
conducting studies, supporting reforms, developing guides and procedures, contributing to draft texts, centralizing data and coordinating with partners.
The purpose of the organisation: to strengthen the financial supervision, transparency, performance and governance of public companies and establishments, while modernising monitoring tools and generalising contracts with the State.
